A request for “20 cable pullers for four months” gives a labour supplier a starting point. The proposal becomes much more useful when it also explains which routes will be ready, how the team will be supervised and whether everyone needs to arrive together.
For this guide, 20 people over four months is an example project requirement. Here is how to turn it into a practical brief for a data centre construction project in Finland.
Describe the work the team will take on
Start with the cable types, routes and work areas. Include the cable schedule or a representative extract where available, together with relevant drawings and an outline of the installation sequence. Tell us whether the work involves power cables, control cables or specified data and fibre cable pulling.
Describe what you expect the crew to do: pulling, routing, dressing, securing and labelling cables. If containment still needs to be installed, identify that as a separate requirement for cable containment installers. Likewise, include electricians for termination or electrical testers as distinct roles when those activities form part of the programme.
This matters when the work changes over the four months. A pulling phase followed by termination and testing may need a different combination of people as it progresses. The proposed personnel should match each task; pulling data or fibre cable does not itself include termination, splicing or testing.
Match arrival dates to available work
Give the proposed start date, expected finish date and any intermediate handovers. Explain which areas will be available when the first people arrive, whether cable tray and ladder are ready, and when cables and pulling equipment will be on site.
If only one area is ready initially, ask for a phased mobilisation proposal. A smaller initial group followed by the rest of the crew may suit the programme better than bringing all 20 people to site on the same day. The dates and numbers should follow the work your site team can release.
Set out the intended working week as well: days, hours per shift, day or night work and expected rotations. State which parts are confirmed and which are still being planned. Hours and rotations need to be agreed for the assignment, taking account of the applicable working-time requirements.
Put supervision and equipment in the brief
Meistra supplies temporary labour under the contractor’s day-to-day direction and supervision. Our workers are directly employed through Meistra’s Lithuanian company and join your site team for the agreed assignment.
For a larger crew, an electrical working foreman can work alongside the team, coordinate agreed daily tasks and liaise with your electrical supervisor or site manager. Specify the reporting line, language needs and duties.
Be clear about the headcount: does “20 people” mean 19 cable pullers and a working foreman, or 20 cable pullers with a foreman in addition? That changes both the proposed team and the quotation. Working foremen have a separately quoted, higher hourly rate.
Also agree who provides hand tools, cable-pulling equipment, access equipment, materials and task instructions. Name the relevant equipment and any operator credentials the work requires. These responsibilities belong in the proposal so that the people, equipment and work areas are ready for the same start date.
Prepare the Finnish site-entry information
Send the site’s onboarding requirements with the enquiry. That gives both teams time to organise personnel information, qualifications, inductions and access arrangements before mobilisation.
On shared construction sites in Finland, workers must wear photo identification showing a tax number entered in the public tax number register. Check registration and identification arrangements before the team is due on site. The Finnish Tax Administration explains these requirements.
For a posted-worker assignment, confirm the posting notification, applicable Finnish employment terms and social-security documentation during mobilisation planning. These are among the matters covered in Finland’s official guidance for posted workers. An A1 certificate identifies the social-security legislation that applies to its holder. Check insurance and site admission separately; the certificate does not replace those arrangements. The Finnish Centre for Pensions explains A1 coverage for people coming to Finland.
Keep company checks and worker checks separate. Your procurement team needs the supplier’s records, while the site needs the correct information and admission arrangements for each person. Share the required documents, the person who reviews them and the deadline for approval.
Ask for a quotation you can check
Meistra’s all-inclusive hourly rate covers labour, employer costs, accommodation, travel, site transport and PPE. Include the site location and working pattern in the brief so the proposal reflects the assignment you are planning.
Ask for the rates by role, the basis for ordinary hours and overtime, and the arrangements for rotations and travel-time payment. Record responsibility for tools and plant, timesheet approval, any agreed minimum hours, and the terms for changing or ending the assignment.
The quotation should also make clear how changes will be handled. If the start date moves, a work area becomes unavailable or the headcount changes, you want an agreed contact and a process for confirming the revised arrangements.
A cable-pulling enquiry you can copy
Use these fields for the first enquiry. Attach drawings or a cable schedule if they help explain the work. If something is still undecided, say so.
