For a Finnish data centre project, supplier onboarding needs to cover both the company and the people arriving on site. A current company report is a starting point. The crew also needs the experience, documents and site approvals for the assignment.
Procurement and site management should work from the same information, with outstanding items resolved before the planned start.
Establish who employs the crew
The quotation should name the contracting company and the employer of the workers. Those details should match the company records and employment documents. Where several companies are involved, their roles need to be clear.
Also establish who directs the work, approves hours and handles workforce issues. In Meistra’s core temporary labour service, tradespeople are directly employed through our Lithuanian company and work under the contractor’s day-to-day site direction. The contractor pays an agreed hourly rate for the people supplied.
Review the company documents before contracting
Finland’s contractor’s liability framework covers temporary agency labour as well as subcontracting. Establish which checks apply to your agreement and obtain the required records before signing. The Finnish Tax Administration’s guidance on foreign leased employees explains the pre-contract document requirement.
The supplier file should cover:
- the legal entity, trade-register record and relevant tax-register entries;
- tax-payment status, pension arrangements and contributions, or applicable social-security evidence;
- the collective agreement or principal employment terms, and occupational healthcare arrangements;
- construction accident insurance and other insurance relevant to the assignment.
Suomi.fi lists the documents covered by contractor checks. For a foreign supplier, review the home-country records alongside the Finnish assignment information. Insurance should cover the activities and country concerned, with suitable limits and dates.
Read the Reliable Partner report
Vastuu Group’s Reliable Partner service brings company information together in a report. Read the current report for the correct legal entity, follow up on missing information and keep a copy with the contract records. Worker-specific documents and project requirements still need attention.
Meistra is registered with Vastuu Group’s Reliable Partner service in Finland. You can request our current report and company documents at crews@meistra.eu.
Match experience to the work
A request for electrical labour should distinguish cable containment installation, cable pulling, termination and testing. For mechanical crews, the pipework systems, materials and joining methods matter.
Ask for examples of the relevant work each person has done, together with the qualifications and communication skills the assignment requires. Where a supplier mentions references or practical assessments, ask what was checked.
Meistra works with experienced EU-national tradespeople from the Baltics, many with previous data centre experience. We check previous work, references and qualifications against the tasks involved.
Prepare the Finnish assignment and site entry
The posting arrangements need to cover notification, applicable Finnish employment terms and a representative where required. Name the responsible contacts and keep the records up to date when workers or assignment dates change. Suomi.fi explains the obligations for posted workers.
An A1 certificate establishes which country’s social-security legislation applies to the named worker. Check its coverage for the assignment and review insurance separately. The Finnish Centre for Pensions explains social-security arrangements for people coming to Finland.
On a shared construction site in Finland, workers must wear visible photo identification showing a tax number entered in the public tax number register. Arrange the registration and identification before the start. Vero sets out the tax-number and photo-ID requirements.
The site may also require safety passes, specified qualifications, an induction booking or information entered into its access system. Give the supplier those requirements early, including the approval contact and submission deadlines.
Hand over the agreed position to site management
The order should set out the trades, headcount, dates, working hours and rate inclusions. It should also identify who provides tools, plant and materials, and who approves timesheets.
Meistra’s hourly rates include labour, employer costs, accommodation, travel, site transport and PPE. Project-specific terms, including overtime, rotations and any working foreman, belong in the agreed proposal.
A short handover table keeps the main points together:
| Item | What the site team needs |
|---|---|
| Supplier | Contracting company, employer and reviewed company records |
| Crew | Named people, roles, relevant experience and qualifications |
| Finnish assignment | Posting and social-security documents, with responsible contacts |
| Site entry | Access approvals, inductions and any outstanding actions |
| Working arrangements | Hours, reporting line, tools, transport and timesheet approval |
Bringing a crew to Finland?
Send Meistra the trades, tasks, location and dates, along with your supplier-onboarding requirements. We’ll prepare a proposal for the crew and provide the company information your procurement team needs.
